The Petrajaya International Cycling Arena (P.I.C.A) is designed around the metaphor of an "infinite loop," symbolising perpetual growth and the evolution of the cycling community. This concept reflects a commitment to continuous improvement, innovation, and sustainability. The design aims to make P.I.C.A a model of environmental responsibility by reducing carbon emissions and encouraging eco-friendly practices.

The complex includes diverse facilities to ensure active use and financial sustainability. At its core is the Cycling Academy, which develops cycling talent and promotes healthy lifestyles. Adjacent is the Cycling Village, offering accommodation, recreational areas, and communal spaces to support cyclists and foster a sense of belonging.

Retail spaces within P.I.C.A provide cycling gear, local products, and essentials, attracting both enthusiasts and casual visitors. Dedicated cycling lanes throughout the complex ensure safe navigation. A boutique hotel accommodates tourists, athletes, and conference attendees, enhancing the complex’s appeal.

The architectural design features nodes and aerodynamic shapes. Nodes act as focal points for social interaction and community events, while aerodynamic shapes improve wind flow and ventilation, reducing energy use. This integration of natural elements aligns with P.I.C.A’s vision of progress and sustainability, minimising its carbon footprint and ensuring its enduring relevance.
